Office of the town clerk is a high intensity public service operation. With a master’s degree in public administration, the degree that prepares one for management level positions in government and with more than 10 years’ experience as our town clerk, Judith Beville has demonstrated a strong commitment to her role as well as competence in the management of her office and the execution of related duties and responsibilities. Beville is an energetic and enthusiastic professional with broad-based experience in government at the local, county and state levels. Making the focus of the clerk’s office her priority, she has brought change initiatives to the clerk’s office with effective, efficient and dynamic leadership. The clerk’s office has a highly efficient staff, including the deputy town clerk with a strong background in management and a bilingual staff person who is proficient in both Spanish and English.

Beville is one of the first municipal clerks in Westchester County to implement streaming of meetings. She was also a pioneer in implementing an agenda/minutes management software thereby increasing transparency of town board meetings and minutes. Competent with records management and records access, she has improved the Freedom of Information Law (FOIL) process to ensure timely responses to the public as well as to increase accountability. She has documented her efforts to uphold accountability around FOIL requests with the New York State Department of State Committee on Open Government.

Beville also intends to expand access and involvement in local government. Over the course of her tenure, she helped increase the presence of residents on local boards and committees and will continue to increase civic engagement.

Beville grew up in a family devoted to public service. A lifelong resident of the town of Greenburgh, she has dedicated her career to giving back.

We need Beville as our town clerk. She has the depth of knowledge, experience and expertise and is the most qualified candidate. Further, she is an elected official who sees the bigger picture of connecting with leadership at all levels. Beville has proved that she is progressive, proactive and productive. She is committed to her position and enjoys serving the residents of the town of Greenburgh as town clerk.
